Background
The creation of Business Centres in support of entrepreneurial activities is in economically developed countries one of the tested ways to bring about the restructuring of regions with monotype industry. The Centres become an important part of the regional infrastructure providing entrepreneurs with a whole range of services. The business centres stimulate the entrepreneurial activity in the region, emphasise the development of regional production, and support the growth of job opportunities. It is through these centres how the synergy of private and public sectors is realised and how regional and state institutions support small and medium enterprises. This results in the growth of business development, creativity, employment creation and regeneration of the region which in turn leads to increased prosperity for its inhabitants.
The Town of Kopřivnice co-operated with the Dutch government, within the scope of the Dutch PSO programme for technical assistance, to establish the Business and Development Centre in Kopřivnice (BDC). The sum of 400 000 NLG was allocated for the project implementation.
BDC project objectives
BDC's aim is to provide a range of services designed to assist start up and micro businesses as well as existing small and medium sized enterprises (SMEs).The BDC works not only for the firms located in the BDCs incubator unit, but also acts as a business support centre for enterprises in the whole region. In this way it aims to be the catalyst for the economic regeneration of the region. The geographic area is roughly delineated by the towns of Kopřivnice, Příbor. Nový Jičín and Frenštát p. R.,occupying the Southern part of Northern Moravia. The BDC was established as a private-public sector partnership with a declared mission:
- to provide a full range of services for entrepreneurs under suitable conditions for new start-up businesses and development of the existing SME´s enterprises,
- to stimulate enterprise in the region and to realise the full potential of the regions skilled workforce,
- to introduce new innovative work and management practices into existing enterprises in order for them to realise their true potential, profitability and workforce growth,
- to assist in the creation of new work opportunities in private firms,
- to assist with the creation of new enterprise spin-offs from the break up of large state owned companies.
Services
In the area of direct business support the following initiatives were developed by BDC:
- a global consultancy for the entrepreneurial sphere in the region,
- to help the people to orientate in business problems,
- to provide assistance with setting up and management of enterprises - assistance with the preparation of business plans,
- in the framework of Czech and foreign programmes of entrepreneurship support to offer help in finding project funding (Regional Entrepreneurial Fund, etc.),
- to offer commercial and industrial production premises to newly established small or medium enterprises and provide economic, technological, financial, marketing and legal consultancy to the firms in the business incubator unit in Koprivnice,
- to provide technical and administrative services (telephone, fax and copy machine, Internet, conference room) to the firms not only in the incubator unit but also to the other firms located in the region,
- to assist enterprises in the location of commercial and industrial premises in the region,
- to organize seminars and education courses - with the main objectives of developing management skills and maximising the benefits from sharing "best practice",
- to provide marketing services to firms.
In the field of regional development, the BDC will closely co-operate with and support the Municipality of Kopřivnice by providing marketing and management services in connection with regional development (establishing of industrial zone, and the development of new projects etc.).
The BDC is the Internet service provider for companies and authorities in the Kopřivnice region.
